The failure of reform policies in areas of critical importance to Arab populations such as health and education played a central role in igniting the Arab Awakening, yet this policy perspective has been largely absent from recent studies of the region. Arab regimes most reliant on repression to guarantee their survival were also those most vulnerable to mass politics. Where threats to regime survival have been limited, so have more meaningful reforms been possible, finding an alternative to political change through focusing on "soft policy" areas such as education. A Political Economy of Arab Education offers a comprehensive analysis of K-12 education systems in Arab countries, deepening understanding of their administrative structures and outcomes, and exploring how political considerations have impacted the ability of Arab regimes to engage in meaningful reform. Taking a unique comparative political economy perspective, it examines the reasons behind policy stagnation in Arab countries, addressing the effects of size, history and political stability on the design and implementation of policies and administrative structures. Its informed analysis and comparison of education systems provides new insight into Arab regimes and highlights factors pulling them towards either stagnation or reform. How are state leaders adapting their citizen-building strategies for globalization? What outcomes are they achieving, and why? Bedouins into Bourgeois investigates an ambitious state-led social engineering campaign in the United Arab Emirates (UAE), where leaders aimed to encourage more entrepreneurial, market-friendly, patriotic, and civic-minded citizens, who were still loyal to the regime. Extensive ethnography - including interviews with a ruling monarch - reveals the rulers' reasoning and goals for social engineering. Through surveys and experiments, social engineering outcomes are examined, as well as the reasons for these outcomes. While the campaign successfully increased patriotism and civic spirit, it also led to heightened entitlement - greater support for the right to a government job and lessened interest in the private sector - and a rise in 'entitled patriots.' This fascinating study illustrates how social engineering strategies that use nationalism to motivate citizens can have paradoxical effects, increasing patriotism but unexpectedly discouraging or 'crowding out' development-friendly mind-sets.

This volume offers insights into the role of private supplementary tutoring in the Middle East, and its far-reaching implications for social structures and mainstream education. Around the world, increasing numbers of children receive private tutoring to supplement their schooling. In much of the academic literature this is called shadow education because the content of tutoring commonly mimics that of schooling: as the curriculum changes in the schools, so it changes in the shadow. While much research and policy attention has focused on private tutoring in East Asia and some other world regions, less attention has been given to the topic in the Middle East.
