The indispensable book for every planning practitioner, administrator, student, or litigator! With nearly 1,800 definitions of planning, zoning, and related terms, this is the backbone volume for every planner's library. This invaluable resource standardizes in one handy reference all the key terms used in zoning, subdivision, site plan, and environmental ordinances. The definitions are designed to be used directly in ordinances with little or no change. The more complex terms are clarified in commentaries and annotations that provide pertinent legal background and explain how the definitions may be used in ordinances. This is an entirely new and completely updated edition of the classic Illustrated Book of Development Definitions. Completely new entries cover the most recent land-use and environmental legislation. Written and illustrated by two professional planners with more than 70 years of combined experience in the practice of planning and zoning, this is a basic working tool and required reference for everyone involved in land development planning and regulation.

Illustrated definitions are rarely found in zoning and development ordinances. Ordinances prefer the "thousand words" rather than the "single picture." Illustrations greatly simplify how standards should be applied, particularly where the lot or parcel is irregularly shaped or where there are a number of variables present, each of which might have an impact on how the ordinance might apply in a specific situation. This best-selling resource has been the mainstay of the planner's bookshelf since its first publication and it differs from other books and publications containing development definitions in three major respects: It is illustrated; most of the definitions are designed to be used directly in ordinances with little or no change; and the more complex definitions are accompanied by commentaries and annotations that explain how the definition may be used in an ordinance, along with background information pertinent to the definition. This expanded edition standardizes in one handy reference all the key terms used in zoning, subdivision, site plan, and environmental ordinances. In all, it contains 1,957 definitions and 103 illustrations that can be incorporated in local ordinances with little or no change. Written and illustrated by two professional planners with nearly eighty years of combined experience in the practice of planning and zoning, this is a basic working tool and required reference for anyone involved in land development planning and regulation.

The latest edition of The Illustrated Book of Development Definitions breaks new ground. It addresses traditional and new planning problems: natural and industrial disasters such as hurricanes and oil spills; new housing types and living accommodations; changes in urban design and practice like new urbanism; sustainability; pedestrian and bicycle friendly environments; and more. Joining Harvey S. Moskowitz and Carl G. Lindbloom, authors of the first three editions, are two prominent, nationally known planners: David Listokin and Richard Preiss. Attorney Dwight H. Merriam adds legal annotations to almost all 2,276 definitions. These citations from court decisions bridge the gap between land use theory and real world application, bringing a new dimension to this edition. More than 20,000 copies of previous editions were sold over four decades to professionals and government representatives, such as members of planning and zoning boards and municipal governing bodies. This first revision in ten years updates what is widely acknowledged as an essential, standard reference for planners.

In the 1980s and 1990s, finding that significant numbers of families receiving housing assistance were concentrated in high-poverty, inner-city neighborhoods, the US Department of Housing and Urban Development (HUD) launched initiatives to provide greater opportunities for families, moving away from project-based assistance to tenant-based housing subsidies. The Section 8 housing certificate program expanded to include vouchers that gave families wider geographic latitude in their search for housing. Neighborhood Choices addresses the possibility of achieving the benefits of housing mobility offered by the Section 8 program while maximizing the degree of choice for householders. Varady and Walker address several questions relating to families receiving vouchers including: Will they choose to move to areas offering greater opportunities? What are the experiences of residents making the journey to more diverse neighborhoods? How can moves to better quality neighborhoods be encouraged within the regular Section 8 program? The focus of this book is the experiences of families receiving Section 8 housing vouchers in two programs: (1) the “vouchering out” of four federally subsidized private developments and (2) the Section 8 program in Alameda County, where many inner-city families in Oakland and Berkeley were moving to suburban locations in the county—unlike in other metropolitan areas. This book's research will inform mobility policies and program design to ensure that the Section 8 Housing Choice Voucher program achieves its program hallmark of residential choice and mobility for all program participants.
